New Law To Help Elephants In Rhode Island?

"PROVIDENCE, R.I. —Mistreatment of circus elephants would be a felony under legislation under review by Rhode Island lawmakers.

The legislation sponsored by state Rep. Raymond Gallison would prohibit animal handlers from using training devices known as bullhooks, which are pressed into sensitive areas of an elephant's skin to force the animal to respond to commands.
The legislation would also bar the use of chain restraints and any other implements used to cause pain, scarring or abrasions to an elephant's skin.
  
Violating the rules would be considered a felony and offenders would be subject to fines of up to $5,000 and potential jail time.
  
The bill is scheduled for a hearing Wednesday. No vote on the measure has been scheduled."
